Stage one is intended to be an open ITR activity. A shortlisting evaluation will be conducted on all conforming ITR responses received. This will be based on technical/functional requirements and evaluation criteria that are included in the ITR. Stage two will be a limited Request for Tender activity that comprises request documentation that will be sent to those companies identified for shortlisting in the ITR stage. Stage two will seek pricing, commercial and other relevant information to enable Defence to determine the most suitable product and services to meet its requirements and which offers best value for money. Stage two is expected to occur in the second and third quarters of 2020.

Description:

**** RELEASE OF INVITATION TO REGISTER (ITR) PACK ****

Defence is releasing its ITR pack to procure a hazardous chemicals register database and unlimited user licencing arrangements that meets its technical/functional requirements and offers best value for money.

Defence requires both a self-hosted and a cloud-hosted instance. Defence is intending to procure specialist services from the product's supplier which will support information that will be loaded onto the register (eg safety data sheets), provide training, and provide limited system support to Defence administrators and ICT specialists. Defence intends to acquire a product that is scalable to a large organisation, for 100,000+ users and which allows multiple users to access the system at any time.

Industry Briefing: Defence will hold an Industry Briefing on Wednesday, 18 March 2020, at the Bendora and Googong Room, Ground Floor, 35 Brindabella Circuit, Brindabella Business Park, Canberra Airport precinct at 1000 hrs (ACT local time).

Conditions for Participation:

Solution must meet Australian Work Health and Safety Regulations 2011 (Cth) (WHS Regulations) requirements for hazardous chemicals reporting and storage, including Schedules 7-18 inclusive of the WHS Regulations;

Company must be able to produce Australian Globally Harmonised System of Classification and Labelling of Chemicals compliant safety data sheets;

Company must offer Australian-based help desk and technical support; and/or

Company must offer both a Defence Protected Network-hosted solution for classified information and an Australian-based cloud hosted solution for unclassified information.
