Defence needs effective and efficient Information and Communications Technology (ICT) capability for the conduct of operations and for the conduct of its business. The ICT computing environment that supports Defence military and business operations is, at the broadest level, made up of six essential components including:
1. software applications which manage data and support processes;
2. end user devices that allow users to interact with other software applications;
3. ICT infrastructure that runs software applications and stores data;
4. the communications network that connects end user devices to the ICT infrastructure;
5. specialist data centre facilities that house the ICT infrastructure; and
6. a management organisation providing end-to-end accountability for service delivery according to contractual service level agreements.
The scope of Centralised Processing addresses the computing and storage platforms, the data centre facilities and the services that support this infrastructure (bullet points 3, 5 and 6 above).
This ITR is the first stage of a two stage procurement process to address the requirements of Centralised Processing. The second stage, if any, will be a select Request for Tender (RFT).
